sounds like the jets are plugged happens lots if you sotre them without putting gas stab in them....

2001 model is more than likely injected, depending on what you have.
If it runs fine at high speed after it cleans out, then you likely have fouled or oily plugs. This is common, especially if you idle a lot.
Spend $8 on a good set of new plugs. You would be surprised at the difference it can make, even if the plugs appear to spark fine when you test them.
It's a 5 minute job to change them, and doing it every season can save you a headache. If you winterize using Stabil in the gas, this can lead to build up on the plugs in the spring. Few people know that Stabil will leave a very thin insulating deposit on the plugs.

Carburetor may be dirty and need cleaned. It sound like the High Speed Jet is clogged.
May have some carbon build-up. Many I know use something like "Sea-Foam" some just buy what the Dealer sell as "Engine Tune" etc.
Be sure the exhaust not clogged, may sound stupid, but, things like a bird nest or something.

Sounds like the carb is starving for gas -
Fuel filter, air breather, clogged air tubes, clean the carb out.
Have you had it serviced????
