I use cheap (from the dollar store) cayanne and chili powder. Sprinkle on the plants and the soil (hitting the edge of the area heavier) and the cats will stay away. I have also used plastic picnic forks inserted in the ground, prongs up to deter "sitting". Pinecones also work well.

i've read that cats are very sensitive to other animals territories if they feel they might be in danger. this might seem gross, but you might want to try letting your dog (or someone's dog that you know) do his "business" around the border of your property. if that happens frequently, the cats should pick up that there are predators in the area, and they might not want to hang out.

my neighbor kept getting bunnies in her garden, and she stopped it by putting used kitty litter around the garden, because bunnies are afraid of felines. it worked, so why not try the same thing on the cats, just one step up the food chain?
