Petsmart Dwarf Gouramis usually cost $5.99. For the $9 that you have, you could buy a pair of guppies and maybe a pair of platies.

First things first, you need to set up the tank and get the water adjusted. I would recommend finding out what size tank you have. An undergravel filter and pump will set you back some coin but it will help establish a harmonious tank. Next you will need chemicals to stabilize the water, you can take a small sample, in a clean container (zip top bag is fine) to Petsmart to have them analyze the water (they do this free of charge). Next a top, light gravel, plants, siphon etc. to make it pretty (this is for mom right?). The siphon is used to remove water, which should be done every 2-3 weeks (1/3 of tank at a time). As for getting fish, Petsmart and Petco are going to be a bit cheaper than most local fish stores. Start small (a few fish) and build! Community fish are beautiful. Tell your mom, Happy Mothers Day!

Petsmart usually has fish on sale as well. If you're just starting your tank, you'll need the food and water conditioner. You can use regular tap water and dechlorinate it with a just a bit from the conditioner (read the label). Your tank will have to go through a cycle and its best to start with just a fish or two in a small tank. You can stock as the water adjusts and the chemistry balance is achieved.
The best fish for cycling are danios. If you're looking at colorful, there is a golden danio variety that has a cantaloupe color. A betta is also colorful and very cheap. You could put him in to start the cycling then add the 2 dwarfs once you're past the ammonia and nitrite spikes. The tester strips are great during cycling so you know when the water is getting toxic and how frequently to do water changes.
Once cycled, you can usually get to a weekly or bi-weekly schedule.

Dwarf Gouramis are like $5-6 each. I think maybe $5.99 at Petsmart. They have Powder blue, normal and Red Fire... and I don't know, but the PB and RF are probably more expensive than the normal, though I could be wrong.

You don't have the water yet? Don't buy fish until you've put water in the tank and let it run for AT LEAST 3 days. Weeks or even months is much better. If you need to buy water, get Spring water (not distilled). I don't think Petsmart sells water, just water conditioner. Don't buy the fish today, you really need to set up the tank completely first... then you can save up more money for fish, too.

Since you have a new tank, it will have to cycle before being safe for very many fish at once. Some fish will do ok while it cycles and some won't... gourami are one's that really won't so I would suggest you wait and get them after the tank settles in correctly.

Today you can grab some pretty danios, or as another choice you can look at the tank of feeder guppies. There are usually some young males in there that are just starting to get their pretty tails. Look at the adults to see what they will look like after they grow a bit. 3-4 of those little guys will cycle your tank nicely and live during the cycle. Not only that but they are way cheap, like 10-15 cents each, so you can get a few of them and save the rest of your money for the gouramis later.
