How can i make a file server with the least money spent and time spent...

If it were me, I'd take an older machine and load LINUX on it. Ubuntu comes with the stuff you need to create a file server and the computer requirements are very easy and cheap to get.

I loaded up an old 400Mhz Pentium with 256meg ram works great. Paid $50.00 for the machine. Nothing for Ubuntu and thrity minutes of setup. Your done.

Use an old machine someone is giving away and run LINUX on it. Most Linux Operating systems will do, come with the stuff you need to create a file server and cheap.
But if unfamiliar with Linux use the current Operating system and download on a newer system the required files.

just get a very old machine and run it as a file server.
