If you expect to actually accomplish your goals then your goals should always drive your everyday decisions. Short term goals are more realistic to envision and accomplish, but they should be structured with your long term goals in mind. When a decision is made that is in conflict with your goals due to some desire for immediate pleasure or satisfaction, it is likely that your goals will never be realized.

When? Well, goals should drive every decision you make, whether long or short-term.

If you are asking how do you know which to put towards the decision, well, that's another easy one. Whichever suits it. If it is a decision that will affect a short-term goal (though most short-term goals are stepstones to the long-term ones) then of course, allow the short-term goal to drive your decision.

This is a strange question and either you need to word it better, or you don't need to ask it at all.

If you have to make a decision between the two then you should reconsider your goals. Short-term goals should always be there to contribute to the success of long-term goals.
