In the major leagues, by time: 51 minutes, with the Giants defeating the Phillies, 6-1, in the first game of a doubleheader on 28-Sept-1919, the last Sunday of the season. (That notorious World Series began on 01-October.)
By innings, there have been more than one rain-shortened games that were considered official after 4 1/2 innings. There was one in the early 1970s that ended 1-0, a win for the home team on a solo homer, so the visiting pitcher faced a mere 13 batters (4 innings x 3 outs + 1 hit == 13), the shortest complete game ever.
