Usually, but not always. Dwarfism (The word "midget" is generally considered offensive, while "dwarf" or "little person" are preferred.) is usually caused by a genetic disorder called achondroplasia, and it is a dominant gene. So if two dwarfs are heterezygous for achondroplasia (which is always the case; see below), the odds are two in four (i.e., one in two) that their child will have one of the genes, which produces a dwarf because it is dominant. The odds are only one in four that the child will be of average height, due to receiving neither of the parents' genes for achondroplasia. The odds are also one in four that the child will receive two such genes, which unfortunately is fatal. That is why we know the parents are heterezygous for achondroplasia, not homozygous, because they would not have survived. So among surviving children of two dwarfs, two in three are themselves dwarfs.

Dwarfism is a dominant trait therefore two little people with could have normal size children. The Learning channel or the Discovery channel carries a show called Little People Big world where mom and dad are both LPs and have several normal size children
