It's a plant. Various types of such plants are known, from moss to flowering plants.

Are you asking how to classify an organism that has all of the features listed?

My guess would be that it is a fungus of some sort or possibly a lichen which is a combination plant/fungus.

I take it is non-parasitic? I'd say it is an orchid.
Velamen is the name of water-absorbing tissue on the outside of orchid's aerial roots.
