With some more information I could help you better but I can only list out some generic stuff now.

Vacuum the bottom if possible to help keep the water clear. Do a test on the free and total chlorine to see what your reading are. If they do not match or if you have 0ppm free chlorine then you will need to shock the pool more, unfortunately this will depend on what your combined chlorine reading is (subtract the free from total chlorine and this is the combined).

Drop me a line at robandliz1992@yahoo.com with your water chemistry (free and total chlorine readings, pH, total alkalinity, hardness, etc), how many gallons your pool is, material it's made of (concrete, plaster, gunite, etc), filtration system, chlorination system, and a listing of all chemicals you've used in the pool so far (name brand will work but ingredients would be best). With this information I can get a better idea of what's happening in your pool and how to fix it. If you can attach a couple pics of the pool/water that would be great.

Even though you treat the pool, you need to get the algae out. You can sweep it or stir it up so it goes through the filter and is removed. I would not advise draining a pool for non-use months. In-ground pools may "pop" out of the ground due to the existing water tables and above ground pools can collapse or the liner dry out and break.

get out the pool vacuum and vacuum all the sides and bottom. also, bleach helps just dont add too much!!!

have you tried cleanning it. you could just get in and stir it up or you could try sucking it out with a long hose cleaner id say get in and stir it up sounds like your doing it rigth. listen if you want to keep water in the pool why dont you keep it check all year round or drain it.. if no one is in it... it dont take much to keep it up or ruinning or it doent take much to drain it..... turn your pumps on and stir
