There always a specific key press or a combination of key press required for this.
In most Dell computers it is pressing the F2 key when the computer is booting up.
On Compaq computers it used to be F10.
On Sager Laptop hitting Alt +Cntrl+S brings up the BIOS Menu.
On various other computers hitting the " Delete" key when it is booting up brings up the BIOS Menu. Actually when the computer is booting up it will tell you what Keys to hit to enter the Setup or BIOS Menu.

When your system boots, on the primary BIOS boot screen it will tell you which key to press to enter "Set Up". Usually the Del or the F2 key. But each BIOS is a little different.

Depends on the bios you have, but in most of them, before the computer boots, press F2 as soon as you turn it on and it will take you to the BIOS configuration Screen.

you reboot and then you press delete or f1 when the computer says to. Be careful you can really screw things up if you don't know what you are doing.
Your computer will tell which key is the right one when it boots up. If it is an ibm you must turn it all the way off first

Given the symptoms, it's the motherboard. Absolutely, 100%. If the RAM went out on you, the mobo would at least give you an audible alarm. If it's total silence, the mobo is dead. The faulty mobo is probably what killed your processor.
