I don't know if they were made in sufficient quantities to circulate, but they were definitely included in the 2002 mint set (the coin set that the Royal Mint makes for the collector market).
The Royal Mint has been known to include coins in the mint set that were not made for circulation as a device to sell more sets to collectors.

Here is a photo of the 2002 mint set, which, as you can see, contains a 2 pence coin.

The catalog says that the mintage was 165,558,000 pieces minted.

Hi Tom,

In 1971 when decimal currency was intruduced, all coins (½p, 1p, 2p, 5p, 10p, 50p).

In 1982, the design was changed so that the text said "TWO PENCE" rather than "NEW PENCE", and the same change was made on the other denominations (which now also included 20p).

The answer above referring to all decimal coins coming in in 1971 is incorrect. The first 50p pieces were first used in about 1968 for example.
