Men's public bathrooms have stalls - usually with closable doors - and urinals. Since men have to pee about four times as often as they have to crap, urinals are easier and quicker to use. Just stand in from of it, unzip, and there you go.
Most guys don't try to see each other's parts, there's no reason to and it's rude anyway. Most guys try to lean close enough to the urinal that you couldn't see anything anyway.
The stalls are reserved for when you have to sit down, which takes longer.
If there's a line for the urinals I'll pee in a stall, but I'm always careful to lift the lid before I do (with my foot) so as not to make a mess the next guy would have to deal with.
