consumption, it would be the "fairest" in terms of stealing our money.
it would reward saving and personal responsibility, it would reduce credit card debt and it would also be the cause of the greatest riot in the history of the world,
can you imagine some dude walks into McDonalds and has to pay $12 for a Big Mac, the moment that happened Congress would be taken out in mass and lynched.
I would love it.
All things would be taxed uniformly, everything. This would allow us to collect money from the illegal industries such as gambling, drugs, prostitution because they would spend the money they bring in.
Houses, cars, food, everything, and it would be fair since those who can afford a $20 million dollar house would pay that much more in taxes than the guy who bought a $100,000 house. The rich eat out a lot, at expensive restaurants, drink expensive wine and alcohol, they buy boats and planes, fly first class and on and on and on.
And you know what they would feel better because they would not be paying taxes for everyone anymore, just what they spend. The reduction in government expense would be huge, the IRS would just disappear and all of those employees with their fantastic retirement and benefits would have to go get real jobs.
Spectacular idea, however the criminals in congress will never agree to it, they do not want AMericans to know how much they are really paying.

Graduated sales tax. All necessities taxed at a nationwide fixed rate with families with incomes under $40,000 exempt. All entertainment and small luxury items ( say up to $2,000.) taxed at a higher rate. All luxury items up to $15,000 at a still higher rate. Any luxury item over $15000 taxed at a still higher rate. This taxes the rich and the super rich but they can far more afford it and maintain their luxurious life style than a poor person can even afford the tax on food and bare survival goods. A person barely survving should not be expected to pay any tax!
Also, no tax on education or health, and special rates for reasonable vehicles verses luxury cars would need to be considered.
State and local sales taxes would be required to follow guidelines but could be left as is if approved by referendum.
Incidentally I would fall in almost always in the second group and would at once every few years in the third group (like for a boat).
What is a 'luxury' item. That is open for discussion. An engagement ring up to $2000 maybe would be a necessity but all the price over that would be taxed as a LI. A meal in a family restraurant would be untaxed up to and average of say $6.00 (and would rise as prices change) per person. A meal in a fine resort area restraurant with a ticket price averaging $25 a person would be taxed as a small luxury. For instance: In our case I took 7 people one night and 18 people a second night to Shem's Creek, a well known sea food restraurant in Charleston, SC last summer. The first ticket was about $200 including appetizers and one or two bar beverages. Now, I knew when I sat down that I would tip 20% as long as we had good service, 15% if not so good becaue that is my personal standard. I would not have gone there without being able to do that. If I had know there would be a 10% sales tax (plus the normal 7-8% already) I would have been prepared to pay that also. Same for the 2d trip. And the same for any other purchase of any kind. I think this is the fairest tax because it allows people to decide a lot for themselves. It also places the collection on a system already in existance almost everywhere in the country.
The exempt families could be issued special cards to qualify them for the exemption, just like all of us carry our debit cards today. They would not be exempt for any luxury items either, BTW.

Sales tax. This is already in the works as the Fair Tax Act. Take out the embedded 22% on products and put in a 23% sales tax. The infrastructure for collecting it is already in place, you would get 100% of your pay, it would help bring businesses back to the US, everyone including tourists, illegal immigrants and criminals would be paying their taxes on the products and services they buy. Read the Fair Tax Book by Neal Boortz and it will all be explained.

A. The Fair tax
1. It would tax the "underground" economy... drug money & such
2. The more one buys, the more tax one spends. The "rich" would automatically be taxed more... Luxury cost more
3. US producers would be on an even footing with imports. *Both* would be taxed, not just the American company
4. *Everyone* would get a rebate paid quarterly on items of necessity such as food, medical items etc. That would be several thousand dollars which would mean nothing to the "rich" but would be a life saveing enabler for the "poor"
5. Almost most important it takes the power from the hands of Congress to "reward" or "punish" segments of the population
There is more, but that' it in a nut shell.

Sales tax because I don't want to punish people for being successful and I think a sales tax is the lesser of two evils.

Productivity, because people, especially rich people have enough money to avoid taxes on consumption, AND rich people use more of all the things taxes pay for like courts, inspectors, currency, roads, water, etc. If we had no taxes on productivity at all, more and more rich people would isolate themselves and not put their money back into the economy.
The middle class would completely disappear.
Also, sales tax only places a higher burden percentage wise on the very poorest people. That being said, I am against the tax system as it now exists. We should just scrap the whole thing and figure out something new, because how we do it now does not work. That's why I'm voting for Ron Paul, he wants to disband the IRS and repeal the 16th Amendment.

I would go with a combination;
A flat tax on income,no more than 12% on personal income, 10% on corporate income (10% of most corporations is still more than 12% of its employees), with allowances for temporary increases of 16% and 14% respectively during times of war( wars are very expensive).
A sales tax of 2% on all nonessential items (food, medicine etc would not be taxed) with a 5% luxury tax and 10% sin tax(alcohol, tobacco, gambling winnings, etc.)
And most controversial of all, institute a national lottery( this provision is subject to debate)
