I think you would just use regular make up. You might need to wax the eyebrows and make sure he is shaven. Then just get the right colors for him.

He would need some dermablend it is good for covering traces of beard but it is expensive

well...interesting quo....hmm...red lipstick...lots of pink cheek rose...basic pink foundation....a pink/red eye shadow...false eye lashes(long ones)...highlight the eyebrows...haha..d best i can think of..
