Typical cement mix is
I bag cement to 3 bags sand.
This mortar is used for building walls,etc.
Concrete mix is usually the same ratio as above but with an aggregate such as stone added to it.
This is typically used for laying concrete floors and screeds. hope this helps

Cement, most commonly referred to a "Portland" cement is a component of concrete along with water, fine and course aggregates. Most people use the terms interchangeably, but they are two different things. Mortar, which is used to keep brick or block walls together is a mixture of cement, sand and water.
The ingredients aren't just thrown together, there are specific formulas and the amount of water included in the mix is critical, too much water weakens the concrete, which hardens through a chemical reaction, rather than drying out as most people think.

Cement is the material you make concrete from. Cement is limestone material that has been heated extremely to drive off the chemical water to make a fine powder. This fine powder can then be mixed with water and other ingredients to make mortor, or concrete. To make mortor you add only sand. To make concrete, you add sand and various sizes of gravel. If certain other ingredients are added, the cement is waterproof.

Cement is the powder used to make concrete, concrete has sand and chippings in it, morter used for block/brick work is sand and cement, the most used cement dust in the UK is Portland made bt Blue Circle

Cement mixed with sand gives you mortar, used for brick/block laying.
Cement mixed with an aggregate (sand & gravel mix) gives you concrete, used on its own to form solid bases/foundations or supports and made stronger by inserting steel rods (reinforced concrete)

Cement is used to 'glue' thinks together.
Contrete has stones added and is used to form structutal items.
BTW, I have been inside a concrete dome in Rome that is 2000 years old, so it has been around for quite a while.

you have to mix sand and cement (powder). i think it's 2 parts sand. 1 part cement. mix with water but don't make it runny. (just add more sand and cement if you add too much water.)
concrete is sand+cement+stone chippings. (3+2+1 parts).
cement is for flat finshing eg patio.
concrete is for securing eg fence posts

cement is only the Grey color powder which is one of the ingredients used to produce concrete.
But concrete is a combination of
cement, iron, and, jelly stones, water, etc.
