The best way to know if your pressure is too high is to test it. Get a pressure gauge and check it. It should be between 35 and 60 psi. By what you describe you do have high pressure. Depending on the cause there a few things you can and should do. If you have a regulator you can turn that down, but that in itself may not solve the problem. If you have a closed system (most likely you do as that is current code) you also need to install a pressure relief tank. The reason you might need this too is because when you heat water it expands, if the system is closed there is no where for this expansion to go and the pressure goes up. Another simple thing you can do it turn down the temp of your hot water. Less heating less expansion.

1) Do you have a pressure reducing valve installed? It would most likely be located just downstream of your main shutoff valve and have a large screw in the top of it (used to increase or decrease the pressure).
2) Do not put Draino or anything like that in or near your water system. It will not work and could backsiphon into all the piping in your house. It is unlikely your low water pressure is due to clogged pipes.
3) Increasing your pipe size will actually decrease your pressure, as pressure is inversely related to volume.
4) To answer your question, go buy a water pressure gauge at Home Depot. Screw it onto your hose bibb and turn it on. It will give you a reading. Call your local water company and tell them what the pressure is in your home and ask if it is normal.

If you check your boiler and the water pressure is around the 1 bar mark, you shouldn't really go too much higher. If the water pressure goes above 2 bars, it can damage the boiler and you might get flooding. Some areas are renowned for having low water pressure and unless the authorities do something about it, there's really nothing individuals can do, except for write to them. You can install power shower units to get more that way. As for the regular faucets/taps, I don't think there's anything that can be done.

in a city, the street pipes may be clogged up with rust which reduce the water pressure, ask the govt for inspection and change the street water pipe, its free.
in rural area they erect a 300ft water tower to increase the water supply pressure.

I added a booster pump to mine so when they is more demand for water in my area it will come on when the pressure drops.

put in a larger line into the house from the street. this will give you more volume and thus more pressure.

It may be clogged al little, try draino or something. Also if this doesnt work, you may have too small of water lines to your home.

use a centrifugal pump to feed a tank that is high enough, then feed your house from it. you have to study the situation carefully to know the right solution, right?
