Roses like good air circulation, so I think it's best to give them a lot of space, and use a good mulch to keep the weeds down. That said, I grow mine with lady's mantle, and I have grown them with mint (about 18 inches away), and they seem to be fine with that. The lady's mantle spreads over the years, though, and will crowd out the roses eventually. The yellow flowers look great with red roses, though.
Miniature roses look great in a bed with other plants -- I combine mine with lemon thyme and chrysanthemums. Again, let them have some room to breathe!

roses are prety resilient but don't crowd too much. try planting some annuals around like pansies or petunias.
