My father said that one of his clients told him it is unlawful to eat in a building that is burning down. I don't know if this is anywhere else or just in Chicago?

LOL! I believe he is right, and not just in Chicago. Its because you cannot eat without the food being cooked and served, and those silly cooks and waiters are being snotty and have fled the building.

This may have originated from an old case where the suspected looters defense for being in a burning building was that he wanted to eat.

Sounds like a reasonable law to me. Leave the food and get the heck out.
