It's the hole that's torn off. The plastic bumper is connected by plastic reivets ( i think)

Some times minor impact and age the plastic suffers. Connected to the body with plastic inserts in the metal body and sheet metal screws. If the bumper has been broken at the corners there are plastic bumper exchange places then you need to have it refinished to the color of the car. My Past ontiac bumper was dammaged and cracked I used epoxy and spray can paint. New bumper covers are really not to expensive. But also require repainting. Wrecking Yards cannot keep good bumper covers they sell out fast but worth a check to see if you can save 1/2 the price. Year make and model please it helps us answer more accurately

You'll have to fabricate a piece of metal or plastic to replace the torn off part of the bumper and then epoxy it onto the bumper cover--make sure you clean it well first, fill in any rough areas with body filler to smooth it out, then sand and paint that small area with touch up spray paint. If the torn off part is visible from the outside of the bumper, try to keep the repair as small as possible so it's not so noticeable. You could check with local salvage yards and see if they have a car like yours with a bad bumper that is still good in the area you need to fix on yours and maybe buy just that part of the bumper to fabricate the piece you need. You could also try to pop-rivet a metal plate to the damaged area if there's room and drill a hole for the clip to attach it. Most of the repair items and tools are available at parts stores.
