A manager created it in 1965 to sell slow moving merchandise. He intstalled blue flashing lights on the ends of the isles and would have the announcement read and the light turned on to announce a new special.

It was replaced by an automated coupon terminal in 1991.

They've recently brought it back on a trial basis, but sans the blue lights and flashy announcements.

What I remember is that the employee would use a cart that had a flashing blue light and would go from department to department announcing that a particular item was on sale for a certain period of time.

I have no idea why it stopped.
