That's what I do.
I believe that phrase was used by a water company a few years ago as part of a water saving campaign.
I lived for a while in a flat in a huge house that got all the water it needed from its own wells, and every loo had a sign on the wall "If It's Brown Flush It Down, If It's Yellow Let It Mellow". It became habit, it's not a problem and I save thousands of litres of water.

to be honest, it all depends on how eco-concious you are, we normally flush everything, but we have dual-flush toilet, which uses less water on a smaller flush, which is meant for the yellow and the full flush is meant for the number two's!!

however, some places do sell new toilets that save water, they use about half the amount a normal toilet does each time you flush ... i suppose if everyone installed one of those it'd save quite a bit, but how many people are bothered?

To me that's going too far but I live with some fairly gross people. I wouldn't want to walk in the bathroom and see their yellow mellowing in the bowl.
Seriously, get a rainwater tank.

I do like the idea of saving water but cant say i have tried this i would be too afraid of the smell as urine can still be quite strong.
I think i would find other ways to save water. For example using the washing machine less or using less water to wash with.

you may think twice about flushing after i tell you this...

Every time you flush the toilet, the bacteria shoot 6 feet into the air because of the force of the flush. if youre within a 6 foot radius of that, you get sprayed with the little critters too.....lovely!!!!

A lot of toilets have two buttons: ones a big flush and the other is a small flush. so yeah. thats how you save water.
not by being gross and letting it mellow.

No, I think I will keep flushing thanks.

Here is a tip on saving water for you. When you have been to the tiolet. Don't wash you r hands. Don't have baths, unless there are at least 8 people in your house. Have showers with the plug in, then bathe the kids in your dirty water.
