WHL is one of the farm leagues where usually players are younger and are trying to get noticed and make it into the NHL. Also OHL (Ontario) and QMJHL (Quebec and Atlantic Provinces) and AHL.

Back in the day, WHL teams would locate in smaller cities not large enough to host an NHL team. Now, they seem to have shown it works in an NHL city like Vancouver as the product is slightly different. Cheaper seats, means it is more family friendly than NHL. Vancouver had the old arena kicking around when the Canucks built a new one. One of the few places where the old building didn't get ripped down when the new one was built. So it was easy enough to rally around a WHL team in that building. Edmonton and Calgary are other cities that have both. Calgary Hit Men. I always liked that name for a team.

WHL is not a farm team equivalent. It is a development league. Teams are only allowed to have two players over 19. Players get selected out of a draft when they are 15 or 16 and they play in the WHL while they go to school. They can be drafted from the WHL to the NHL.

The NHL and WHL are different leagues. The WHL is where players play before they're drafted into the NHL.
Vancouver has a team in both leagues.
