if i install two operating system in same computer, but in two different hard drive.
can one operating system be English version
and other operating system be other language

Absolutely. My laptop and my main computer both run multiple operating systems using a method call "Dual-booting". Like my main computer has my Windows XP installation on one drive, and a Linux Server running on the other. When my PC boots, I just need to select which one to boot from.

Running it with multiple languages just means you select a different language during setup.

Sure can I wouldnt recommend doing it under a Duel-boot but if your using 2 Hard Disk Drives, Yes it is Possible What Operating System are you trying to accomplish this with? Hopefully not Windows as Windows in Other Language is Brutal Use Linux Debian or Unix FreeBSD!

you can however install up to four operating systems on one hard drive, this is called a multi boot system and I suppose you could have one in an other language, never tried two languages on a computer though

Yes, that is possible, you may also install both os on the same hard drive with different languages, that is called "dual booting'

Sure, but the bootloader can only be in one language. Use in preference: GRUB, GAG, and the Microsoft bootloader. Good luck!
