the two cars would burn less fuel

The 20mpg car would be better only if the second person road with the first or walked. (that would make it a 40 mpg per person car)

Assuming that you can't drive 2 cars at once, it is better to have the 2 cars because either one that you drive will be giving you better gas mileage than the one car. Duh.
