I am not a native speaker, so it is hard for me to judge. Does he have an accent? Did he make mistakes? Please evaluate.

He did a good job. He isn't a native speaker, and has a slight accent -- but he pronounced all the words clearly and was easily understood.

He's not a native English speaker and, judging by some of the vowel sounds and the stress pattern, I'd guess he is Eastern European, but not Slavic. There is a bit of a lilt that neither American nor English speakers would use.
That suggests a Nordic background, but not enough to be Swedish or Norwegian. It sounds a bit smoother than I'd expect from Finnish, so I'm going to say Estonian.

He doesn't make any serious pronunciation or stress mistakes, but he does make phrase breaks in a couple of places that native speakers would not.

it sounds like he is trying his best to 'PUT ON' an English accent...
...BUT it is obvious that English is not his first language
Every word that he says is with an accent BUT you also notice this ESPECIALLY when he says the word 'little'

..accent which sounds like he is from the middle east

He sounds European. I think he says the words right but he doesn't emphasize the right words in the right places. He's a little too spastic for what he's reading.
