Air exists on earth only because of earth's gravitational field (for example moon has no atmosphere). so, I would rate earth as the stronger.

It's not a question of "who", but "what." The answer is Earth. The air is constantly being manipulated by the terrain at a far greater rate than the earth is manipulated by the air.

Depends on your definition of strength. For most purposes, earth would be considered stronger.

Air it carved away allot of the Grand canyon and Bryce canyon and all of the earth is blowin in the wind.
