91 transport ignition won't rotate to off. It will rotate to engage starter. I have tried WD40 etc. but it just won't turn off. Whats jammed. (I will replace needed parts from junk yard.)

Probably just as easy to replace the whole column--91 column should be pretty cheap to get...just make sure it comes with a key and operates ok...make a spare when done installing. Eautorepair.net will have online access to service manual for a fee or get a manual at your local parts store. The problem could be any number of things like a bad ignition switch or cylinder where the key goes in or the linkage from the cylinder to the switch some of which entail disassembling the column. A used column will be easier to bolt in.

You'll needed new ignition switch, if you have a chip in you key and you want to replaced with a junk yard part you'll have to have a key cut to match you chip.

Replace the whole ignition switch.
