When this happens the most common reason is alignment, but since you have new pulleys I would check that idler pully to make sure it good to hook. When a tractor throws a belt it is wise to not change size of the belt even though they match in length. Put the proper belt that is calls for back on. Most of the time they are 4L53 and so on.
4L can interchange with Murray belts so make sure they are the correct length,.

Check that idler pully.
Sometimes you crank up the tractor and have someone sit on it and engage the belt and watch it to visually get a catch on the throw.

Sounds like the belt is too long and would be loose. Another thing might be that when you installed new pulleys one did not go all the way on the shaft. All the pulleys have to be aligned. Make sure you are using the right belt and make sure the pulleys are on correctly.
