I am not a Dell fan , but I check their website every now and then .The best advice I can give you is to go to their website in your country, and check their on line specials. The only problem with that is if you are not a computer whiz, you might need support from the get go.
Check out your local computer stores. They might carry Dells too. And they are around to help you with problems.

The manufacturer is irrelevant for your purpose. I recently got a Compaq Armada 7800 through Ebay for under $100 which came with a swappable CDROM and floppy. It is a bigger, heavier portable, but it has a 14" screen and is quite capable to do everything you want to do. It is better than the desktop machine I use on a daily basis. I suggest you get an account on Ebay and then poke around and you will be able to find a laptop/portable which fits your needs for a price you can afford, as I did with the portable I bought. I managed to find a DVD writer which fit in place of the CDROM drive, so now I can burn CD'snd DVD's in the portable. Used equipment does not come with a guarantee, but almost all on Ebay are not willing to risk negative feedback for selling a defective item.
