Yes you can play them. You need to put your .SWF files onto your PSP drive, anywhere, in the Game, or PSP or whatever, but your flash game/movie should be 3 or less MB because the PSP internet browser (that is where you access the flash games on your memory stick) has a little annoying habit of running out of memory, even if you have a big fatty 4 GB.
Alright next, say you put it in PSP/FLASH, go to the internet browser, and type in "file://PSP/FLASH/BLAH.SWF" (No quotation marks, BLAH = Name of game, you should try to make it short so you don't have to type so much, and no spaces, it doesn't work with spaces). It will ask you something about javascript or something, and say 'Yes', and you are ready to play!
By the way, only mouse and arrow key games work on the PSP, the PSP doesn't have the letter keys to play! Some cool PSP flash game sites (that I didn't make, they are just cool) are:
