According to Northwest Airlines (nwa.com) under Ask A Question, proof of age is recommended but not required for minors (under 18 years of age). Copy of a birth certificate or a passport are acceptable. Note: International travel requirements may vary.

In my opinion, as long as the minor is traveling with an adult it should be okay. My daughter is 15 and I'm 33, Everyone thinks we're sisters and I have never been questioned prior to an international or domestic flight about what our relation is to one another (we also have different last names)
