It's pretty rare. Our local ( Washington Post, Wash. DC area ) newspaper ran an article on a guy about 6 months ago, who had 207 badges...he wasn't in it for just the badges, just to see if he could master them all. He said the toughest one was bugling for him. I believe the top number now is 204, they've discontinued some badges, he got a few that are no longer available. He has 3 chest strips to hold all the badges he has. He JUST managed to complete the last of the badges before he turned 18, too old to do any more. So, technically, I'd say he's the top scout with 207. I don't know what that guy is saying about "corruption" and such, maybe some guys would go for the badges based on numbers, but this guy just liked doing things, so he kept going, there was apparently no desire just to have them all, he just wanted to keep busy with scouting.

Yes, it happens every couple years.

However... most of the time it is pretty 'iffy'- there are about 204 merit badges, and NO ONE tries to push for this to happen- it is basically a corruption of the program- seeking badges for their own sake rather than for self-improvement.
