The right way to fix a damaged garden hose is to cut out the damaged section and rejoin the good ends using a special coupler called a "hose mender"

If the damaged area is large or there are several leaks spread out over the length of the hose you will be better off buying a new hose.

There are several rubber based coatings that are very tenacious in their bond, However unless you can get teh material from a roofer or a deck coater for free, your cost for the material is going to cost more than a new hose. You would only need a pint or so, but it is generally sold in gallon units at $25.00 - $30.00 per.If you were able to find a pint or so of coating dry the hose and apply the coating over the area that is damaged in 1/8" thick application.
An option would be to buy a set of hose repair fittings and cut out the section that was chewed by fido, and install the new fittings.
Fiinally you could go to a hardware/bike shop and buy a patch kit for rubber rafts or tires, and cut and patch holes. Again hoses are cheap.

Cheapest: tape up the holes.

Better: cut out hole areas and buy screw-on adapters to each side of the cut hose ends.

super glue, Gorilla glue, any glue that cannot be washed off with water. Or buy a can of liquid rubber and "paint" it on with a brush.
