99.9% of the time because I have this aunt I really hate and I have to tell her i love her but I don't want her to know I hate her LOL!

Just tell your "boyfriend" that you don't want it to look like you're saying the words JUST BECAUSE he said it, but you'd rather make sure that he has no doubt that when you say you'll really mean it. Then you can just conveniently "forget" to ever be the first one to say it.
Another option is to deflect the attention from YOU making the declaration one way or the other by discussing what HE means. For instance, metion that are many kinds of love: parent-child, husband and wife, romantic vs physical, love versus lust, and ask him HOW he loves you. If you're lucky, his kind of "love" for you matches what you feel for him. In that case, you can tell him you DO love him and you WILL mean exactly what he interprets your words to mean, even if it's not how you usually define love.
