It is an issue. you aboslutly need to format again.

you may have created partions. To check, attempt to reinstall windows, but don't complete it. when you start reinstalling you get a full blue screen eventually that will ask you which partition you want to install on. Check this screen to see if you have two partions set up, or 1 and then some empty space.
If its split into two, you'll have to delete the partion and then recreate a new one with the proper size and in ntfs format.

heres some Microsoft links for that. Read them all before attempting anything.

is it showing 32gb or 23gb

The reason your harddrive is showing that you only have 23 gig's left is b/c when you partitioned it for the other Operating System you didn't delete the old partition thus you installed xp on one side of the partitions and the other ones just sitting there taking up space you'll have to fdisk the computer delete secondary partition and then reboot and the install xp that'll fix it.

You have to erase it completely, Partitions 1 and 2. Then recreate it to the full size. Or you can use a third party partition software and just simply resize partition 1.

Check if you installed it on the correct partition of hard-drive because a partition only has a certain amount of GBs. If not you must take the hard-drive to a computer expert.

Hold on, don't format yet. Click on the start menu and goto "Run". In the Run window type "diskmgmt.msc" without the quotation marks. You should then see about 80 GB of unallocated space. If you don't, then there is something wrong. But if you do, the fix to get the rest of your space back is simple.
