That's probably from an excess of food and fish waste. A water change and filter media change should solve the problem. I would suggest using a gravel siphon to change about 25% of the water once a week while cleaning the gravel and it should prevent that foam. If you still see the foam, you are probably feeding too much.

The white bubbles are proteins and nitrogenous waste.

How big is the tank? An adult goldfish needs a minimum of ten gallons of water for proper care.

Its excess protein. Your tank is massively overstocked. You probably dont clean it enought either and overfeed.

Baby-juvenile fancy goldfish NEED 10 gallons PER fish. (orandas, ryukins, fantails, bubbleyes, black moors ect.) While baby-juvenile long bodied goldfish NEED 20 gallons PER fish. Goldfish are extremely dirty fish and need frequent partial waterchanges where the gravel is vacumed with a siphon.

The bubbles are fine, it's probably due to the filter - it could be too big & powerful for the tank you have. But bubbles are good, they provide oxygen for the fish.

You shouldn't do anything because the bubbles are oxeygen for the fish.It helps the water stay clean also so you won't have to clean the tank once a week you only have to clean it once a month.Trust me I'm a fish prefessional and it happens to me to.

I would change the water first then wait about a week then chagne the filter media. Remember dont change too much water.
