You can't make water run up hill. If you have low spots in your yard that collect water you will need to add fill to the low spots in order to establish the correct grade for water to run off.

If this is a County problem don't expect miracles and if this is an easement problem expect problems from neighbors. You may be opening up a Pandora's box here. You may not want what your going to get, keep this in mind, is this problem really that bad?

If so. Go to the County. Find out, who owns the land, who's responsible for the property, the easement, etc. Then petition the people with written arguments as to the reasons for your arguments and why you want it changed.
I did this once but, it took five years, we had moved in the meantime and were gone, when they finally did the work, I forgot about it.
It will go on the taxes, people will get sore about it, will fight it, be ready to argue it, etc. are you ready?

a site..i don't know.......if it is a county culvert, could call them and tell them that its not flowing and causing probs....if its not a county pipe...then u need to measure the diam of the pipe and see if building supply company has a plastic culvert...its the least expensive.....dig a ditch with some fall and run it into the neighbors yard.....lol...
