I want to plant some ground cover roses....but it seems I can't find any around. Went to Navalet's in Fremont and of course Lowe's and Home Depot, but none really to be found? Should they not be planted at this time?

I think the reason you are having trouble finding roses is that the time for planting is past. Usually roses are planted bare-root in January or February when they are dormant. In May many roses have already started to bloom.
The American Rose Society link below has information and tips on rose cultivation in several geographic areas of California.

Now is the best time. Spring time. Roses are very hardy and last for years. Try a regular Nursery if Lowes or HD don't carry them. I just planted some and the have lots of buds already.
