There is no real way to do this. Yes if you power cycle your modem (turn it off and on) there is a chance you will get a new IP Address. Some ISP's (such as comcast) do not give you a new IP every time you power cycle. If you have a DSL connection, these seem to get new IP's more regularly. You can try and test it though and see if it changes.

Go to

http://checkip.dyndns.com
make note of your current IP Address.
Power cycle your modem
go to http://checkip.dyndns.com again
See if your IP address has changed.

Unless you pay more to have a static IP address, then your IP address will change everytime you log into your ISP. If you have broadband then just turn off your modem and turn it back on then you will get a new IP address....
