I have replaced hard drive, ram and power supply and still have same issue. What could be wrong??

I DID!! install a new harddrive with windows xp on it an get the same rebooting at the same spot. I can not get into safe mode or anything as it will restart after trying to load. I did change ram and power supply so i know the ones i have are good. Trying to figure out what else could be happening.

are you sure you replaced the hard drive? If you did, you probably already re installed windows. right?

If thats true, I feel its more than likely your processor is over heating.
I had the same problem, but would get a blue screen (in windows 98) and it only happened right after the windows load screen.
Make sure theres no dust on the cpu's heat sink. make sure your fans are spinning. in my case I needed some thermal grease.

Sounds like a possible over-heating problem, but could be a number of other things. Try booting in safe mode (my guess is that it will), if that works then let it sit for a while and see if it reboots when it warms up; if it doesn't then it is not a heating problem.
This also happens if there is a hardware compatibility problem, there is usually a blue screen with white writing that appears just before the reboot, but I have seen this flash on then off so quickly that you can barely see it, look for it when the PC keeps rebooting.
Most likely hardware giving problems? The harddrive! Seen it happen, try another harddrive if you have one, load with Windows and see if this keeps happening.

Check the boot order in BIOS. Also see if BIOS is recognizing the new HDD. Did you re-activate your Microsoft license for your copy of WinXP? That usually has to be done during the install process. Make sure that the memory sticks are in the proper DIMM slots on your mobo. If they are, try swapping the sticks in the slots, if there is more than one stick of memory installed. Maybe a repair install is now required?

Bios is fried or the Memory battery is gone . Or a bad memory module, if the Mem isnt working the system wont boot

Did you replace the hard drive or just reformatted with operating system.

If you did the latter, try Chkdsk

remove any new hardware and unplug any usb devices other than keyboard and mouse

remove unnessary hardware

check ram
