Tons and tons of factors go into a definitive answer to that question, but generally speaking around a month to six weeks for a lined filtered pond that doesn't get too much sunlight in a day.

I have it down to a science !!! 60 day's Mark my words, have your water tested on that day, and it will be perfect!!! And if your pond get's alot of sunlight put a U.V. sterilizer on it, it will keep your pond free of parasites and alge, and it will be perfect. Also make sure your filter moves twice the amount of water your pond holds, if applicable.
