It truth...it can be at any hour....you can cast anytime...but toget the best results it is better in two different situations...at the peaks of holidays...12am or 12pm....or when the full moon is at it's peak...which is not always at midnight.

its best at full moon plus midnite exact.. buden midnite w/o full moon is ok.. midnite itself doesnt do much noe.. moreover. witchig hours is at diff times at diff places.. =)) and it oso bases on religion.. wiccan or others.. =)
