During early evening (before all stars are visible), toward the West, I have noticed a brilliant star. Is this a star, or is it a planet?

Rule of thumb, if the light from the object is steady, it's a
planet. If it flickers, it's a star.

It is probably the planet Venus.

Its Venus. About every 8 years its orbit and Earth's is in a particular alignment that makes it very bright (in fact you can even see it during the daytime if you know where to look).
Its been that bright for a few months now, and will steadily get dimmer and closer to the sun over the next few months.

Stars will look as if they are flickering, planets don't.
