I just recieved a invitation to a friend's wedding, black tie optional. I have always been of the school 'better to be over dressed', but at the expense of looking like waitstaff should I wear a full tux?

You should wear a black suit with a solid black tie--not a tux, not a bowtie. Don't wear a white shirt because you're right, you WILL look like a waiter. Find some other bold color like red, brown, dark green, etc. This can look formal-ish if done right. Go for it! (A black suit will require medium- to high-shine shoes. No casual black dress shoes!)

I wouldn't do a tux. Maybe do a black suit with a flat-front pant and a nice black silk tie. Or change it up a little bit and wear a colored shirt with a matching tie. Or skip the suit-jacket all together and just wear dress pants and a nice button up shirt. I think you have quite a bit of options open for you. :)

It says 'black tie optional', so it means the tux is optional.
Wear a great suit in a formal color [ black, charcoal, navy ].
Add a white or ivory dress shirt, and a tie with a very tiny pattern in it that has color that matches the suit. Voila!
