I have a 99 CBR 600 F4 with 13k miles. I recently bought it used, and after riding it today (mostly freeway) I have calculated it is getting 37 MPG. Isn't that low? Anyone else have figures for their 600 sport bikes I can compare that too?

If it is low, any idea why? There is a K&N air filter in the bike and a carbon fiber slip on exhuast, but the carbs were not recalibrated after those changes. I suspect the bike is running lean. Does that explain the low MPG?

Get the valves adjusted. You just bough the bike. You don't know how long ago, if ever, they were adjusted.
An air cleaner and slip-on wouldn't require re-jetting.

try some commercial carb-cleaning fuel additive, or some acetone. I ran 1/3 a cup of acetone in a full 4-gallon tank in my old ex500 once and my mpg increased by 9 after that tank. 37 is not terrible, my friend's 599 gets less than 40. Contact the seller to see if the carbs were re-jetted, which they should have been to accomodate the increased airflow. running too lean can seriously damage your engine. but yes, check your plugs. if they are black and dirty, its probably running rich.

That sounds pretty consistant with many magazine tests. The CBR was built more for all out power than maximum mileage. Rejetting the carbs may help a bit, however.

lean would save you fuel pull a plug and see whats up
