Women are generally cleaner than men.
But I've seen some womens bathrooms look like a slaughter house, so honey... get rid of those sexual stereotypes.
With all due respect though, to actually answer your question:
First, men pee differently. We stand up, and therefore have to aim. Sometimes (NOT OUR FAULT) it doesn't go where we're aiming. Trust me, we WANT it to go where we're aiming... like we're shooting something. When it doesn't we correct faster than you've ever seen us move before... alas it's too late.
Second... we don't care what the counter looks like. Women have a hundred skin/face/lips/hair/eye/products laid out neatly, and we have... deodorant and a rarely used nail clipper. It's easy to see that men want to get it over with and go on with life when it comes to the bathroom.

I don't think you've seen many women's restrooms. I think mens restrooms are usually cleaner but smell much worse (rancid urine smell) But, it seems a lot of women don't know how to use proper resepticals for certain items and such which can be much more disgusting to see.

Maybe because the only thing that men have to touch in the Men's bathroom is the sink and the flusher, and that's if its a sanitary guy. Otherwise, we won't bother, have you seen what our bathrooms look like.

hard question... it's like asking, "why do girls use 100 brand of shampoos, 20 conditioners, not mentioning the variety of make-up and baby lotions, baby lotions.... and baby lotions?"
