his old tv show makes me think not at all is he a part of the system.

Michael Moore is not a part of the Bush system if that is what you are asking. He is his own man and happy to annoy anyone he can.

Yes, he is actually a Republican and member of the NRA.

He makes his 'critical' films so people will have a bit of a laugh and not do anything about the problem. Otherwise they might revolt.
