I dont think they can predict exact time or date, but sometimes people have an intuition. My grandmother did, looking back, it was as if for the last few months before she died, she was actually preparing for it, and remembering things that she said, i now realize that she knew the time was soon.

I think a person has an internal inclination about their time on this earth. I for one, cannot really see myself living much past 65 or so. I feel I'm about 90 right now, and I'm only 47

anyone can predict anything... but in terms of accurately predicting I'm sure he would be if he was about to commit suicide

Yes they can.
If they want to die on a particular date he can always do it themselves.
