it is only a 12x3ft but our water is well and it is yellow sometimes

In some towns, the fire department will fill swimmings pools. You could call them and ask-it can't hurt.

Is the yellow water the same water you drink and brush your teeth with?! That's probably not good... But if you do drink it and everything, why not swim in it?

Local fire dept. maybe able to help for a donation. However they sometimes get their water from resevoirs or lakes and let me tell you, branches and dirt come along with it, and it's not exactly clear! So always ask them where they get btheir water from.

Just put the hose in and add some chemicals if you're concerned.

In my area the Fire Department does for the larger pools but the size you are talking about is not really large enough for it. You might try filling the pool through a sand filter that helps us get most of the iron out of ours although it does not get all of it.
