Unquestionably the better business bureau.
Most contractors with the bureau are totally legit. also BBB lets you know which contractors have complaints, and if they have been resolved.
another good way to find good contractors is from referal. I am a contractor in Dallas TX, and get most of my work from referals.

They collect data, and make it available to the consumer.
It is free of charge that is all they do, help the consumer
